The Kroc Institute’s Peace Accords Matrix (PAM) will present a program by Francisco Diez, PAM’s Latin American Representative on the Colombia peace process, on Monday, Dec. 5 from 3:00 – 4:30 p.m., in Hesburgh Center 103. 

Along with several other PAM team members, Diez will discuss PAM’s role in establishing the Barometer project for monitoring implementation of the recently revised and now officially approved peace agreement in Colombia. Diez has provided recent briefings on the program to senior Colombian officials. He will also report on his involvement in a national dialogue process to prevent conflict in Venezuela.

The PAM Barometer program provides implementation accompaniment by tracking compliance with provisions peace agreements in real time. The Barometer presents assessments of implementation and generates options for preventative action based on comparative analysis of other peace accords. The Kroc Institute is cooperating in the Barometer program with the Colombian government and the Bureau of Conflict and Stabilization Operations of the U.S. State Department. The Kroc Institute is mentioned in the text of the Colombia agreement and is charged with developing the technical verification methodology for monitoring the status of implementation.
