Francesco Giumelli is a Ph.D. candidate in political science at the Italian
Institute of Humanistic Sciences in Florence, Italy. His research interests
relate to conflict resolution, foreign policy, international security, and
international organizations. His current work focuses on international
sanctions as a method of exercising power and solving disputes in the
international arena. Francesco earned an M.A. in international relations
from Suffolk University in Boston and a B.A. in political science from the
University of Bologna, Italy.

While at the Kroc Institute, Francesco will research the goals of the
European Union's and the United Nations' sanctioning policies. The
objectives of his project are to include the E.U. alongside the U.N. as a
relevant sanctioner in the international system and to structure sanctions
according to their purpose. Sanctions are growing in importance, and an
empirical evaluation to assess the conditions under which actors are more
likely to impose sanctions is greatly needed.
