Former Polish Foreign Minister Kryzsztof Skubiszewski
once observed that "without Polish-German reconciliation,
pan-European reconciliation will be impossible." The paper
examines the concept of reconciliation and discusses it within
the context of German-Polish relations. It demonstrates that
due to historical legacies as well as continuing frictions
there is a need for community, especially in the borderland
regions. While many initiatives have been undertaken at all
levels of government, from the European Union to communal
efforts, difficulties still remain. Above all, the asymmetrical
nature of these relations presents several obstacles to lasting
reconciliation. Differences in financial resources and governmental
competency hinder many efforts at institutionalized cooperation.
