Jerry Powers directs policy studies at the institute.  Policy studies links the theoretical aspects of peace studies to issues of international policy, connects scholars to policymakers as well as non-governmental organizations looking to expand their influence on policy, and helps prepare Kroc graduates to work on the policy dimensions of peacebuilding.  Powers also coordinates the Catholic Peacebuilding Network (CPN).

Powers holds a J.D. and M.A. in theology from the University of Notre Dame, and a B.A. from Princeton University. He came to the Kroc Institute in 2004. From 1998-2004, he directed the Office of International Justice and Peace of the U.S. Conference of Catholic Bishops. From 1987-1998, he was a foreign policy adviser in the same office, specializing in European affairs, religious liberty, and the ethics of the use of force.

Powers has been an adjunct faculty member at the National Law Center of George Washington University (international law, ethics and conflict) and the Oblate School of Theology (Catholic social teaching). His recent articles have examined the ethics of the use of force in Iraq, nuclear weapons, humanitarian intervention, and economic sanctions. He has also written on religion and U.S. foreign policy, the right to self-determination, and the role of religion in the conflicts in Northern Ireland and Bosnia-Herzegovina. He is co-editor of Peacemaking: Moral and Policy Challenges for a New World (1994).
